Speaking to reporters at the headquarters of the Palestinian Network of Non-Governmental Organizations, a spokesman said it was time for action.
The PNGO statement read: "It is necessary to stop media incitement, to end politically-motivated detentions, to respect freedom of expression and assembly, to protect citizens' rights and dignity."
With positive steps, the organization said, an agreement can be finalized to restructure the Palestine Liberation Organization "so it becomes representative to the Palestinian national movement including all its parties."
Hamas, which is not a member of the PLO, has been calling for its restructuring for years.
The restructuring was a necessary step, PNGO said, in order to secure and defend the Palestinian people’s inalienable right to freedom, independence and return to their lands.
